     In this dissertation, I . . . analyze not only the impact of nuclear proliferation on Latin America and South Asia . . . but also whether and how the regional level affects nuclear decision making and the prospects for conflict and cooperation in the nuclear issue-area. . . . My purpose is to explain the reality of capability decisions without proliferation decisions in Latin America and South Asia, by using a historical-structural approach. I . . . show that both structural and historical variables are needed to understand capability decisions. . . . My purpose is to study how regional and other variables . . . determine and/or influence nuclear decision making in Argentina, Brazil, India and Pakistan. In the final chapter, I spell out the differences and similarities between Latin America and South Asia with regard to nuclear proliferation.
